Defense Program Manager
Virginia Economic Development Partnership

With Virginia Economic Development Partnership (VEDP) for over ten years, Theodora manages the first defense program of its nature in the United States, the Going Global Defense Initiative (GGDI). Theodora works with private sector defense companies to help them promote security cooperation, interoperability, capacity building and economic stabilization activities with partner and at-risk states. She advises companies in how to interface with the military to tackle the challenges that confront our partner states’ collective security. She facilitates relationships with Virginia companies to U.S. COCOMs and foreign militaries.

Theodora has her bachelor’s degree in German from Virginia Commonwealth University and is completing her first master's degree in conflict analysis and resolution from George Mason University, focusing on stabilization in at-risk states. She is working on an additional masters degree through the UN mandated University for Peace, with a focus on sustainable peacekeeping. Theodora’s focus within the conflict analysis and resolution field is primarily at the inter/intrastate level with emphasis on women’s peace and security issues. She addresses the underlying motivations of conflict and seeks to reduce those. Her efforts promote capacity building, developing cross cutting ties and understanding the significance that narratives play in igniting, or resolving conflict. Theodora teaches effective strategies and tools for bridging differences in a holistic, non-violent manner.

Theodora is a member of the Virginia International Business Council (VAIBC), founding President of the Organization of Women in International Trade - Central Virginia (OWIT-CVA), and lifetime member of Phi Kappa Phi Honor Society and the Gold Key Honor Society in Graduate Studies at George Mason University. She has working proficiency in German and Russian. In her spare time, she enjoys a variety of activities such as traveling, shooting, indoor skydiving, sewing, reading and studies the harp and piano.
